REQUEST FOR EXPRESSIONS OF INTEREST
Position Title: Firm to design and develop FM software
Location: Environment Protection Fund Organization
The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank towards the cost of the 38,8 million US Dollar Project and intends to apply part of the funds to cover eligible payments for hiring the Consulting Services to Design and Develop Financial Management software
The consulting services (“the Services”) include provision of a team of consultants to manage and operate the proposed Design and Develop Financial Management software
The primary objective of Consulting Services is to review the existing Accounting Software, identify gaps and problems and provide recommendations to improve into the new design and develop an effectiveness Accounting Software

The Environment Protection Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firms eligible to apply for Design and Develop Financial Management software include the following:
- Be a legal entity with business license granted by appropriate authority
- At least 5 years working experience of private and government’s project accounting software system design and development
- Experience in developing add-on modules/software and ability to develop accounting data at multi-locations to be integrated in the main system;
- Experience of training of financial management staff to use and maintain the computerized accounting system.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, July 1, 2014, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Interested firms must provide information indicating that they are qualified to perform the services (CVs with academic background including experience in similar conditions, description of similar assignments, availability of appropriate skills among staff, with their signatures, etc.).
A Consultant will be selected in accordance with the Consultants’ Qualifications Selection (CQS) method set out in the Procurement Guidelines.
