In late 2019, the Environmental Protection Fund (EPF) submitted a proposal to the Green Climate Fund (GCF) to be accredited as a Direct Access Entity (DAE) of Lao PDR and also submitted a proposal for technical assistance (TA) from the GCF Readiness Program aiming to build capacity of EPF Office (EPFO) to complete the accreditation process and also assist in building GCF portfolio and preparation of GGF projects. On 21 January 2021, the proposal namely “Completion of the Accreditation of the Environmental Protection Fund as DAE for Lao PDR” or “the Project”) was approved by GCF and the United Nations Offices for Project Services (UNOPS) has been assigned to manage this TA on GCF behalf. A Grant Support Agreement (GSA) has been signed between EPFO and UNOPS. To implement the Project activities, EPFO is seeking qualified candidate to fill the following position:

Key Academic and Professional Qualifications
• Bachelor’s degree or higher preferably in areas related to climate change, environmental conservation/management, forest, ecology, rural/community development, social and environmental, engineering or similar;
• A minimum of 5 years of working experience in the development field preferably on natural resources management, climate change, climate resilient/natural disaster, and/or adaptation issues, Solid interpersonal skills and willingness to work with EPFO as part of a team as well as fluency in English writing and speaking are required;
• Experience in both public and private sectors, working with public and private institutions in Lao PDR and/or other countries, preferably in Asia has a strong advantage;
• Experience, with large or medium scale projects/programs supported by GCF, WB, GIZ, ADB, UN system, and/or other international funding agencies, and other international organizations. An understanding on operational and procedural issues of UNOPS and/or other projects with international funding agencies also has a strong advantage.
