Position: National Subproject Coordinator for LLL sub project
Location: Environment Protection Fund Office, Vientiane Capital
The Environmental Protection Fund (EPF) has received funding support on the planning and implementation the Lao Landscapes and Livelihoods Project (LLL) with support from the World Bank (WB), Global Environmental Facility (GEF) and the Canadian Clean Energy and Forest Climate Facility (CCEFCF). The objective of the LLL is to promote sustainable forest management, improve protected area management, and enhance livelihoods opportunities in selected landscapes in Lao PDR. The lead project implementing agency is Ministry of Agriculture and Forestry (MAF). The total project cost is around US$ 57.4 million, of which IDA Credit financing through the World Bank is US$ 34.0 million, GEF Grant Financing 7.4 million, and CCEFCF Credit Financing US$ 16.0 million. The GoL will implement the project through existing institutions at the central, provincial, district, and village levels, based on their legal mandates. MAF/DOF will lead project implementation. EPF will be supporting the Project Management in financial management and Coordination for sub-components.
Environment Protection Fund now invites eligible Individual Consultants to indicate their interest in providing the required services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The individual consultant must meet the following qualifications and related experience requirements:
Required Experience and Qualifications
- At least Bachelor’s degree or higher preferably in areas related to environmental conservation/management, forest, ecology, rural/community development, social and environmental, engineering, public health or similar.
- A minimum of 5 years of working experience in the area related to the development field preferably on natural resources management issues and coordination of large-scale programs;
- Experience in both public and private sectors, working with public and private institutions in developing country in Asia is preferable;
- Experience with large or medium scale projects/programs supported by WB, ADB, UN, multi-donor development projects, and other international organizations is highly desirable;
- An understanding of operational and procedural issues of WB supported projects has a strong advantage.
- Good understanding of Government institutional and budgetary structure; ability to work with a range of agencies at national level, provincial and local level;
- Fluent in spoken and written English and Lao, with strong communications and presentation skill is required.
- Solid interpersonal skills and willingness to work as part of a team;

Performance evaluation
- Performance of the Project Preparation Consultant will be evaluated annually by EPFO Manager with three months’ probation period
